The overall objective of this twinning project is to support the Ministry of Agriculture to improve the effectiveness and efficiency of the state support system for agriculture and rural development and so help in implementing the Government policy on diversification of the economy, decreasing regional disparities and improving rural livelihoods.

- Assessment of the current subsidy policy;
- Development of policy options for improving efficiency of internal support;
- Draft Legal base for new direct support measures;
- Framework established for linking obligations relating to environment, land management, public and animal health, as well as animal welfare to subsidy payments;
- Further alignment of FDMS to EU he Farm Accountancy Data Network (FADN) standards;
- Assessment of current RD policy and methodology;
- Introduction of the EU RD framework and best practice;
- Legal basis for a subsidy payments administration and control system consistent with IACS principles;
- Consolidate MoA capacity on sound use of ISSP for subsidy payments.
