The project aims to support the efforts of the Government of Azerbaijan to better prepare and manage WTO accession negotiations and other trade related activities, as well as to support NQI institutions to make progress toward adapting their services and processes to promote value creation, productivity and innovation to be in line with international and European best practices; and to support the Ministry of Economy in full implementation of the digital management system.

The project has as an overall objective to support reforms undertaken by Azerbaijan to sustain economic development through (i) strengthening the institutional and administrative capacity and (ii) reinforcing the policy development of selected state institutions involved in the implementation of the Partnership Priorities.
The specific objectives are to support the efforts of the Government of Azerbaijan to better prepare and manage WTO accession negotiations and other trade related activities, as well as to support NQI institutions to make progress toward adapting their services and processes to promote value creation, productivity and innovation to be in line with international and European best practices; and to support the Ministry of Economy in full implementation of the digital management system.

- Institutional capacity of the relevant state bodies14 directly aimed at supporting trade policy development and implementation, including those supporting WTO accession and other trade related negotiations is enhanced
- Legal framework is strengthened to bring Azerbaijan’s national trade policy in alignment with the requirements for WTO Membership and best international trade practices
- Guidance to the negotiating team of the Republic of Azerbaijan is provided on the WTO accession negotiations sessions on both multilateral and bilateral levels
- Human capacity of the relevant state bodies as well as business and academic community in understanding of the WTO process/requirements and other trade related framework is enhanced
- Awareness of stakeholders about trade policy is enhanced
- Institutional and human capacity of the MoE is strengthened, in particular on digitalization and digital transformation of its areas of activities
- Azerbaijan 4th Industrial Revolution Strategy and National Artificial Intelligence Strategy are developed
