The objective of the project is to facilitate strengthening human capital in Azerbaijan by enhancing the quality of vocational education and training through improving quality assurance framework and the credit transfer system in VET for the State Agency on Vocational Education. For this end, within Component 1 of project it is expected to develop different procedures on quality assurance, a handbook on self-assessment process, amend legal documents, test self-assessment mechanism/procedures pilot VET institutions, as well organize training and workshops for capacity building. Moreover, the project aims at development of different documents on introduction of credit system in VET, occupational map on two sectors, education programs in two priority sectors covering AzNQF 2-6 levels, provision of recommendations for amendment of normative-legal documents and organization of training/workshops within Component 2.

The specific objective of the project is to improve the capacities of the State Agency on Vocational Education to develop and introduce the quality assurance framework and the credit transfer system in VET.

1. Quality assurance framework for VET system developed;
2. Operational capacities of the personnel of the State Agency on Vocational Education (SAVE) and the practitioners in VET institutions strengthened;
3. Continuous quality improvement system in VET institutions through self-assessment introduced;
4. Technical framework for credit system in VET developed and conditions for its implementation determined;
5. Capacities of key stakeholders on learning pathways created.
