Support to the reform of the criminal asset recovery and management system in Azerbaijan

Project Description
The overall objective of the project is to help Azerbaijan to improve the process of recovery of money or other types of property obtained through criminal ways in line with EU and international best practices.
More specifically, the project aims to strengthen the capacity of Azerbaijan to detect, confiscate and manage criminally obtained money or property.
Specific Objective
Overall objective of the project is to improve the efficiency of criminal justice through modernization of the asset recovery and management system in line with EU and international best practices.
Specific objective is to improve criminal property detection, tracking and recovery as well as asset management system in Azerbaijan.
The project aims to support the development of institutional framework and setting up a fully operational asset recovery structure, including a specialised asset management office in Azerbaijan.
The Project seeks to review, improve or create a national legislation that would provide for the widest possible range of legal tools to facilitate the recovery of the proceeds from corruption and to develop a separate, standalone asset recovery strategy and related actions that intensify the fight against corruption and build more effective anti-corruption chains, in particular, by supporting also recovery of corruptly acquired public assets.
It is foreseen that the project will transfer the required knowledge and build relevant capacities for DCSCI to adopt good practice of the EU and international organisations, adapt relevant ideas and mechanisms in the light of Azerbaijan situation, and improve efforts in asset recovery activities. Furthermore, the proposed activities, based on conceptual and practical approaches, will serve as a tool to support DCSCI reforming efforts and operations.
Moreover, by this project significant importance will be paid to the DCSCI‘s Staff capacity development. As well this project will provide DCSCI with necessary tools and approaches for the enhancement of national and international cooperation in the asset recovery area.
Expected Results
- A strategic framework for establishment of a national Asset Recovery System (ARS) that follows EU and international
best practices is developed
- A national legal framework governing asset recovery, including legislation guiding recovery of stolen public asset is aligned with EU and international best practices
- An organizational structure and restructuring plan, including the roles and responsibilities of each
structure is developed for the asset recovery system.
- Operational capacity of the DCSCI is increased
- Cooperation and knowledge / information exchange with national and foreign organizations in the field of asset recovery and coordination of confiscation issues, as well as management of confiscated property are improved
- Knowledge and skills of the staff of the main beneficiary and other related bodies in the field of asset recovery and confiscation, as well as the management of confiscated property are strengthened
