The European Union Delegation to the Republic of Azerbaijan, Baku is looking for:

Financial officer in the Finance and Contracts Section.

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Republic of Azerbaijan, Baku works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Republic of Azerbaijan government in areas that are part of the EU’s remit.

We offer

The post of Financial officer (Local Agent Group 1) in the Delegation’s Finance and Contracts Section. The team consists of 5 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of the Finance and Contracts Section, providing support, expertise and assistance.

The following main tasks and duties are currently required: 

+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING

  • Give a financial visa in accordance with internal rules, where required; follow up of financial
  • circuits, including in ARES
  • Advise on sound financial management
  • Advise and comment on draft financing agreements
  • Liaise and coordinate with programme managers in the Operational Section and, when needed, with project s’ beneficiaries, as well as to discuss with national and regional authorities and administrations
  • Analyse and assess project results, notably through financial reports, and timely process payment requests
  • Prepare financial forecasts for payments and support the preparation of financial forecasts for contracts;
  • Assist in proper archiving and filing of documents related to EU funded programmes
  • Ensure proper use and functioning of informatics tools for budgetary and accountancy
  • management (CRIS, OPSYS, ABAC, MIS, Audit, and others) • Prepare financial and monitoring reports also using the appropriate reporting IT tools (CRIS, OPSYS
  • MIS, ABAC Project management dashboards, KPIs and others)

+ PROCUREMENT and CONTRACT MANAGEMENT

  • Supervise and organize call for proposals procedures; participate in and ensure functioning of call for proposals evaluation committee
  • Verify and organize tender procedures; contribute to the preparation of ToR and other procurement documents; participate in tender evaluations and ensure functioning of evaluation committees
  • Ensure proper use and functioning of informatics tools for procurement (PROSPECT, PPMT, e-notice, e-tendering and others)
  • Act as an evaluation committee secretary, as required
  • Assist with drafting and verify drafted contracts
  • Prepare decisions on awarding of contracts
  • Ensure proper implementation of contracts

+ AUDIT, CONTROL and INSPECTION

  • Assist with establishing of control plans and their follow up
  • Assist and contribute to evaluation and audit missions initiated by the Commission and/or other EU bodies
  • Conduct on-the-spot-check missions, as required
  • Follow up of audit reports, act as Audit Task Manager, as required

+ EXTERNAL RELATIONS

  • Liaise with beneficiary country on aspects concerning cooperation programmes/projects, including closures of contracts and engagements
  • Liaise with various partners (civil society, NGOs, IOs, etc.) on aspects concerning programmes and contracts

+ EXTERNAL COMMUNICATION (general)

  • Give presentations on EU activities
  • Active participation in and organisation of information sessions in the framework of calls for tenders and calls for proposals
  • Provide relevant information to Commission services, to elaborate briefings and reports in the area of activity, to assist in the organization of Headquarters’ missions

The base salary will depend on relevant and verified employment experience, typically starting from 3258 EUR per month (gross).  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurance and a retirement savings plan.

The expected start date will be as soon as possible. 

Minimum requirements/eligibility criteria (necessary for the application to be considered)

  • University degree (at least 3 years) in economics or accounting or law or public administration or equivalent 3 years of professional experience in these domains (if university degree in another domain) on top of the required professional experience described in the point below
  • Minimum of 3 years of professional experience in project financial management and/or management of publicly funded tenders, calls for proposals, and contracts. Knowledge of project management methodology (initiation, planning, execution and closure, monitoring and evaluation)
  • English and Azerbaijani at the level of C1
  • Russian at the level of B2
  • Right to residence and work in Azerbaijan
  • Medical fitness to carry out the tasks assigned (to be submitted at a later stage)

Assets/selection criteria

  • Previous experience in an international organisation, a diplomatic mission, and/or an internationally funded project would constitute an asset.
  • Another EU language would be an asset

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV; practical testing and interviews.

5 best candidates will be invited to the final interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
