The Project funds the activities of the Covenant of Mayors for the Eastern Partnership, supporting cities signing up to the Covenant of Mayors – a flagship EU initiative to reduce CO2 emissions by at least 30% by 2030. It helps municipalities to prepare and implement Sustainable Energy and Climate Action Plans, reducing dependency on fossil fuels, improving the security of energy supply, and allowing them to contribute more actively to climate change mitigation.

The objective of the Project is to contribute to the improvement in quality of life thanks to the significant reduction in CO2 emissions by municipalities, by encouraging and supporting local authorities to achieve and implement a more sustainable local energy policy.

The Project follows up on the results achieved under the "Covenant of Mayors East I" project (2010/2015), which focused on promoting the Covenant of Mayors, convincing cities to sign up, and assisting them with the initial steps. This second phase focuses more on bridging the gap between planning and the effective implementation of actions, by:
- Supporting the implementation of Sustainable Energy and Climate Action Plans (capacity building, dialogue with investors, financial institutions and banks to help finance implementation projects, support to local stakeholders, etc.).
- Supporting the development of a local energy policy and the Sustainable Energy and Climate Action Plans (trainings, exchanges, dedicated helpdesk, awareness-raising, exchange of best practice and networking, etc.).
- Raising awareness and promoting signing up to, and implementating the new global Covenant initiative to be launched to succeed the current Covenant of Mayors.
The Project maintains the presence across the region, with branches of the Covenant of Mayors covering all the countries targeted by the project.
