Eastern Partnership Integrated Border Management Flagship Initiative: enhanced integrated border management through joint border control and exchange of information along the Moldovan-Ukraine border

Project Description
The Project contributes to the introduction of European principles of Integrated Border Management, facilitating in particular practice of the joint controls of persons, vehicles and goods at the jointly operated border crossing points on the Ukraine-Moldova border. It aims at rehabilitation, technical equipping and supply of modern tools for customs, as well as border control of two border crossing points – “Kuchurhan” and “Reni”. In addition, the project will support Ukraine and Moldova in establishment of an automated system for exchanging information on vehicles and travelers, as well as equipping of the Common Contact Point at Palanca JOBCP (Republic of Moldova). These specific objectives were identified by the European Commission as the priorities to be addressed under this project, within the framework of the operationalisation of bilateral Agreements and Protocols on border management in force between Ukraine and Moldova.The project and its four components, will be implemented in cooperation with the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).
Specific Objective
The objective is to improve the transparency, operational capacity and capability of the Border Management and Custom Agencies of Ukraine and Moldova.

Specifically, the project aims to:
- Make operational the agreement on joint border control at the Kuchurhan-Pervomaisk Border Crossing Point.
- Upgrade the Reni-Giurgiulesti Border Crossing Point to allow joint control on a shared Border Crossing Point on the Ukrainian side.
- Establish a bilateral Contact Point at the Palanca Border Crossing Point.
- Make operational the agreement on data exchange on people and transport crossing the border between Moldova and Ukraine.
Expected Results
- Control carried out exclusively at the border crossing points (BCPs) on the Ukrainian side of the border.
- Border guard and customs authorities of Ukraine and Moldova to operate together at "Kuchurhan" and "Reni" BCPs upon entry to Ukraine and exit from the country.
- Quality of services at the border to increase.
- Rehabilitation of "Kuchurhan" and "Reni" jointly operated border crossing points and modern equipment of the JOBCPs to facilitate safe, transparent and efficient border control.
- Queues at the border to be reduced.
- More than 3 million people per year to be able to smoothly and quickly cross the common border between Ukraine and Moldova due to increase of capacity of the border crossing points.
