Expanding inclusive quality education for children with disabilities in Azerbaijan

Project Description
The project funded by the EU is implemented by UNICEF in a partnership with the Ministry of Education to support the State Programme on Inclusive Education of People with Disabilities 2018-2024. It helps to establish an environment when children with disabilities will have access to education in regular schools and reverse the preconception that children with disabilities can only be educated in special settings. The main focus will be on improving knowledge and understanding of 10,000 primary school teachers on inclusive education and their professional skills on how to teach effectively children with disabilities in regular schools. The project also supports improving public attitudes towards inclusive education of children with disabilities. The project is implemented in Baku, Sumgayit, Guba, Sheki, Agjabedi, Genje and Gazakh.
Specific Objective
- Improve knowledge and capacity of pre- and in-service teachers on inclusive education through incorporation of modules of inclusive education in the national teacher training curriculum;
- Provide access for teachers, students and parents in seven districts (Baku, Sumgayit, Ganja, Guba, Shaki, Agjabadi, Gazakh) to local support and resources in inclusive education;
- Positively change attitudes towards, and perceptions of, children with disabilities within the public, especially amongst parents.
Expected Results
By 2020, an upgraded national teacher training system providing support to teachers to build competencies for inclusive education, including:
- a comprehensive teacher training programme in inclusive education developed and integrated into the formal curriculum of 5 target pedagogical universities and the in-service teacher training institute;
- 100 master trainers prepared for the national education system to roll out in-service teacher training and 10,000 primary school teachers benefit from in-service training on inclusive education;
- 300 university teachers in 5 pedagogical universities trained in the new training programme on inclusive education, 1,300 student teachers trained in inclusive education;
- 9 Resource Centres on Inclusive education established in regular schools to enhance deliver of inclusive education.
