The overall objective of the action is to enhance human rights protection of sentenced persons in Azerbaijan in line with the Council of Europe and in particular with CPT standards. The action will focus on effective prison management, provision of healthcare in prisons and reintegration of prisoners.

In particular, effective prison management and dynamic security will be introduced to pilot prisons and prison staff will be capable of applying the new tools in practice. Provision of health care in prisons will be improved and brought in line with European standards, reintegration of prisoners will be enhanced with the support of civil society organisations.
