Implementation of the Support to Rural and Regional Development (SRRD) Programme in the Republic of Azerbaijan

Project Description

Regional development in Azerbaijan, while reducing socio-economic disparities between regions by implementing Value chain and regional specialization method for regional development. The project is supporting local and national authorities to address regional, social and economic disparities in order to enhance competitiveness, job creation and inclusive growth. The SRRD Project is also supporting diversification of economy in sixteen districts and four economic regions in Azerbaijan by promoting sustainable economic development and non-oil sector development and implementing the assessment of the possibility to export and further development of the agriculture products (pomegranate and persimmon in Goychay; table grape and wine in Shamakhi; tomato in Kachmaz; honey in Guba Kachmaz).

Specific Objective

Supporting diversification of economy in sixteen districts and four economic regions in Azerbaijan by promoting sustainable economic development and nonoil sector development;
Assessment of the possibility to export and further development of the agriculture products (pomegranate and persimmon in Goychay; table grape and wine in Shamakhi; tomato in Kachmaz; honey in Guba Kachmaz).

Expected Results

- Capacities of beneficiary institutions and stakeholders, to prepare, monitor and implement territorial development plans with specialization on value chain development, investments appraisal, cost-benefit analysis and pre-feasibility studies enhanced;
- Thirteen territorial development plans for integrated regional development (in Dagligh Shirvan; Guba Khachmaz and Sheki Zagatala economic regions) prepared. Three territorial development plans on specialization (tomato and honey in Khachmaz district; table grape-and wine in Shamakhi district; persimmon and pomegranate in Goychay district) prepared. Two pre-feasibility studies (FS) for enabling business environment elaborated;
- Effective and efficient financing schemes for implementation of the sixteen territorial development plans identified, discussed and elaborated;
- The capacities of the Ministry of Economy for steering, monitoring and co-ordinating the SRRD programme strengthened.
