Support to Implementation of National Qualification Framework in Azerbaijan

Project Description
“Support to Implementation of National Qualification Framework in Azerbaijan” project is funded by the European Union to assist the Ministry of Education of the Republic of Azerbaijan through the provision of technical assistance.
The 30-months project with a budget of 2 675 665 EUR is implemented by GOPA Worldwide Cosultants as lead consultancy company in a consortium with British Council (BC), European Project Management Ltd (EPM) and SEFT Consulting.
The main objective of the project is to enhance the quality and relevance of the education and training system in Azerbaijan supporting economic diversification, creating opportunities for lifelong learning, and fulfilling the Education Development Strategy in line with European and international best practice.
The project reflects some general views to make national qualification systems easier to understand for learners, employers and providers, to build public trust in qualifications, to provide standards for qualification types, to support lifelong learning articulation through recognition of prior learning, etc.
Specific Objective
- Support effective mechanism for NQF implementation;
- Introduce relevant education standards in pilot sectors;
- Ensure education standards support competency based education provision;
- Improve access to lifelong learning through flexible provision, alternative pathways and validation of non-formal and informal; learning;
- Improve QA of assessment and certification processes;
- Effective information and guidance for employers/sectors, providers and learners to use the NQF.
Expected Results
- To ensure effective implementation of NQF;
- To introduce relevant education standards in pilot sectors;
- To ensure education standards support competency-based education provision;
- To improve access to lifelong learning through flexible provision, alternative progression pathways and recognition of prior learning;
- To improve assessment and QA of assessment and certification processes;
- To provide effective information and guidance for employers/sectors, providers and learners to use the NQF.

Beneficiaries
A 4.8 Organise at least one study visit to EU Member States on lifelong learning guidance for national stakeholders (decision makers, potential implementers) to learn European best practice
A 4.2 Develop a concept paper for the validation of non-formal learning in cooperation with Ministry of Education, the VET Agency, the Ministry of Labour and Social Policy and stakeholders from the world of work
A 4.1 Organise at least one study visit to EU Member States for the beneficiary on the Validation of Non-Formal and Informal Learning (VNFIL)
A 3.2 Develop guidance materials describing the process and methodologies for designing study programmes from state educational standards and train curriculum developers from relevant national institutions accordingly
A 3.1 Collect, analyse and review existing examples of learning outcome based curricula for IVET, College Education, Higher Education and adult learning in the three priority sectors
A 1.1 Organise at least one study visit to EU Member States for the NQF Secretariat members and prepare briefings and presentations to make NQF Secretariat aware of the role of international peers
